Climbing a Rock Wall

My university's gymnasium just installed a new rock wall. Spanning two floors, and these two floors are quite tall since its a gym, it seems very impressive.

One drawback. Its never open! I went to that gym three days a week and there was no one there running it! I mean I could have climbed it, but there were even harnesses installed. So that's showing me that going by yourself is a big no-no.

Why can't I have fun on the wall?
